Utility Service - Start & Stop

  • Please Note: Customer utility bills are due on the 25th of each month. If not paid by the 25th, a $15 delinquency fee will be applied to the account.
  • Our utility billing is paperless. residents wanting a paperless bill will be charged a $1 fee per month for a paper statement to be mailed out.

Rental Properties

Utility accounts are required to remain in the property owner's name. It will be the owner/landlord's responsibility to notify the city that the property is a rental so that billing information can be forwarded to their tenants. The homeowner is responsible for any balance owed on the account.

  • If you are a renter, please inform your landlord and do NOT complete the Homeowner Application for Utilities.

Starting Service

You can sign up for utility services online. When you click the "Get Started Here to Sign Up for Utility Services" link below, you will be directed to Xpress Bill Pay. You must first create an Xpress Bill Pay account. After creating your account you will log in to Xpress Bill Pay and select "City of Saratoga Springs" and then in the bottom right corner select "Request Utility Service" to begin the application process. Once the application is completed, we have received closing documents and the $120 deposit is paid, the City of Saratoga Springs will process your request to put utilities into your name.

  • We require the disclosure/settlement page of the closing documents to sign up for a new utility account.  You will receive an email after completing the application, this email will direct you on how to provide this documentation or you can send the documentation to receptionist@saratogasprings-ut.gov

The partnership between the City of Saratoga Springs and Xpress Bill Pay provides many choices to manage your new utility account. You can set up automatic payments, access account history, payment history and much more. You can also choose to receive electronic notifications when a bill is available and due.

Online Bill Pay

We are paperless. Residents who choose not to set up a paperless billing account with Xpress Bill Pay by selecting paperless billing will be charged a $1 fee per month for a paper statement to be mailed out.

The City of Saratoga Springs uses Xpress Bill Pay to process online utility bills. To log in or create an account visit the Xpress Bill Pay website.

Deposit

A $120 deposit is required for service. The deposit is applied to accounts after 12 months of no delinquency. Residents can also visit in person for help starting utility service at:

Stopping Service

To stop or cancel utility service, please complete the Online Utility Services Termination Form. A forwarding address must be provided for the City to send a final bill.
